Message from the Administrator 

Kat Duncan

Since 1988, I have been passionate about working in early childhood education, with a deep commitment to supporting young children and families in my community. I hold a Director’s Permit and Bachelor’s degree in Early Childhood Development, which has provided a strong foundation for my work and contidued growth in the field. 

My journey in early education began as a teenager working after school in a child care center, where I assisted in classrooms and supported daily operations. From there, I went on to operate my own family child care program while raising my four children, an experience that deeply shaped my understanding of both family and provider perspectives. Over the years, I have had the opportunity to serve in a variety of roles, including Lead Teacher, Operations Manager, and Head Start/State Preschool Program Director for a local nonprofit agency. In February 2020, I joined the Inyo County Office of Education as the Early Learning Program Coordinator and was honored to step into the role of Child Development Administrator in January 2021.

Having experienced early childhood education from multiple perspectives and across a variety of settings has given me a well-rounded understanding of the field. I value the opportunity to support educators, children, and families throughout Inyo County and remain committed to fostering high-quality early learning experiences for all.
